Pathetic condition of MMJ road irks villagers

Prafulla Kaman

RUKSIN, Jan 24: Condition of the historical Mirem-Mikong-Jonai (MMJ) road, which connects greater Mirem-Bilat area with Ruksin headquarter in East Siang district has not been improved so far as no scheme for its renovation is sanctioned by either state and central government.

The dilapidated condition of the road has put the commuters in difficulty as they have to endure slush when it rains and the large potholes are filled with muddy water during summer season. Due to lack of maintenance for the last decade, the road is going from bad to worse day by day, while plying of vehicle on the road becomes almost impossible.

In spite of numerous representations submitted by different sections of local people, no serious step for renovation of the 14-km stretch MMJ road has been initiated by the state Public Work Department (PWD). The local people repeatedly moved the local MLA and Ministers demanding the improvement of this important road, but the law makers every time gave false assurances to the people.

“The minister for Finance, Planning & PWD, Chowna Mein along with Pasighat-West MLA Tangor Tapak and PWD officials visited MMJ road in November, 2012 and assured to take up the repair and re-carpeting of MMJ Road on priority. But, the minister has not yet initiated fruitful step for renovation of the important road,” lamented the local villagers, who reportedly have lost confidence over their elected representatives. The PWD minister, during his visit, witnessed the worn-out condition of Pasighat-Ledum-Koyu PWD road, which links greater Mirem-Bilat (Pasighat-West) and Koyu-Kora (Nari-Koyu) areas with district headquarter at Pasighat. He also assured the people of Yagrung area to provide necessary fund for re-construction of Tolon and Poklek bridges, but the people are yet to see any development of the route even after one year has passed.

Sources in Pasighat Pubic Work Division informed that the department last year submitted a project proposal amounting to Rs 2.70 crore and it is yet to be sanctioned. It further said that no fund was granted for repairing of the decade-old Bailey bridges along MMJ and Pasighat-Ledum-Koyu road even after submission of project and estimates to the concerning authorities.

PWD sources further said that the department has not yet prepared AOP for 2014-15 fiscal years.

Look East policy an eye wash, says  PPA

ITANAGAR, Jan 24: Look East Policy is only in paper and there is hardly anything happening on the ground except few VIP visits of the passes and proposed trade points, said PPA President Nikh Kamin while lambasting the Central Govt. for, what he said, throwing dust into the eyes of the people of North East region in general and Arunachal in particular.

Citing the celebration of Border festivals like the Pangchau Pass festival which attracts good number of visitors from neighboring states and also provide a platform for people-to-people contact from both India and Burma, Kamin, however, said that  mere celebration of festivals at the huge cost of the public exchequer carries no meaning unless there is real infrastructural development in place and regular flourishing of the business activities between the people of the two countries.

He further said the trade with the neighboring China through various traditional trade routes, which were sealed after 1962 Chinese aggression, are only a utopian dream with only few check gates at Bomla Pass in Tawang Sector. The large trust deficit that is building up between India and China leading to extensive militarization of the frontiers in both side of LOC are simply contributing to zeroing of the liberal trade and business possibilities, he said adding even the unofficial traditional barter system of the people living in and around the LOC have been curtailed by the army in the interest of the national security. Kamin stated that the central leadership have utterly failed in initiating confidence building measures between the two countries. Laeta Umbrey the chief Ministerial candidate of PPA blamed the Congress Party and also the BJP leadership  saying that they did nothing accept airing anti Chinese feelings among the masses.

According to Party General Secretary cum Spokesman Tsering Naksang sealing of the traditional trade routes such as Domla and Lola Pass in West Siang, Singha and Geling in Upper Siang, Longju and Taksing in Upper Subansiri, Mukpla Pass, Simpungla Pass, Darmu  Pass and Jumu Pass in Kurung Kumey, Agrim Pass and Atukopu Pass in Upper Dibang Valley, Chaklagam Pass and Kibito Pass in Anjaw District,  Bomla Pass, Samdrongchu and Kenjomani in Tawang District have brought untold sufferings  and inconveniences to the unfortunate and backward border population of the state. Naksang further stated that it is only under a regional Govt., a real and sincere effort shall be initiated on topmost priority by constantly and aggressively pursuing with the Central Govt. and other stake holders.

It’s a wakeup call

Major controversy broke out yesterday when members of Naga People’s Front (NPF) entered into Itanagar without obtaining inner line permit (ILP). As per Bengal Eastern Frontier Regulation act 1873 any non-APST citizens entering state should possess ILP to travel in Arunachal territory. The 12-member NPF team includes its secretary general K G Kenye, vice presidents T L Meri and S Shingnyu, general secretaries Kruzakie Kelio and S Akho Leyri, women wing working president K Sangchu. The team was accompanied by Nagaland police personnel.

The NPF team was confronted by group of Arunachalee students who opposed their move to start its Arunachal unit. It is quite surprising how NPF leaders manage to enter state without ILP. What was Arunachal Pradesh Police posted at Banderdewa gate doing? The visiting NPF leaders not only broke law but also breached state protocol. As they were traveling under escort of Nagaland police, which is only provided to VIPs, the NPF leaders should have informed state protocol department beforehand. The NPF team was later externed out from Itanagar at the direction of magistrate after their team leaders were produced before local magistrate. The timely action by capital police is appreciable. The incident is a wakeup call for state government.

Respect status quo order

Dear Editor,

Apropos to the news items published in your esteemed daily on 21st January under the headline Tuki calls for expeditious forest clearance of projects, in which Chief Minister made an appeal to the planning commission for early release of fund for land acquisition to construct Greenfield Airport. Such appeal is contradict to the order of the Hon’ble Guahati High Court order dated 25th April 2013 passed in the PIL No. 6 of 2013 filed by Taniang Kipa wherein the court had directed both parties to maintain status quo in regards to airport location. It is my humble request to the Planning Commission not to release fund for Land Acquisition till the disposal of PIL No. 6 of 2013 which is pending before the Hon’ble Gauhati High Court, so as to avoid contempt proceeding and as well as in the interest of the public at large. At last I being the president of Banderdewa circle intellectual Forum (BCIF) would sincerely appeal all the NGOs, Students Unions and political parties of the state to extend support for our cause.

Yours,

Tadar Takio,

President, BCIF

Pay attention to Ruksin Mikong-Mirem road

Dear Editor,

The state govt. and local MLA has failed to facilitate good road communication to populace in Ruksin Sub-Division and Bilat Circle despite local denizen’s repeated appeal for renovation of dilapidated Ruksin Mikong-Mirem stretch of road.

Many a times local people using social media and local newspaper appeals to government and local MLA for development of road communication. People are crying for development of road but govt. and local MLA remains mum.

The 37th assembly constituency has many elite and high level citizens but they are busy only in their self interest works and not doing anything for public development and progress. In this context we would focus particularly on Ruksin-Mikong-Mirem (RMM) road situated in 37th assembly constituency under East Siang district. The concern road forms life line of people and is solitary road connecting area to rest of the state. However this stretch of road has been in deplorable condition since last two decades and remains a trivial issue for the authority concern. It becomes fish fond in monsoon season and hardly any vehicle can be seen plying on this road. It is a fact that no govt. officers would like to visit mentioned areas due to poor road communication. We face problem in official works, medical treatment and school admission due to this. It is also fact that no state transport and private bus ply in this road. The said road is in worst’s condition since many years. Neither MLA, local leaders, VIPs nor concerned department officials is taking any step to maintain this road.

Yours

Daniel Padung (President),

Tapang Talom (G/Secy.),

Kaling Gamno (Treasurer),

It’s becoming a big headache

Dear Editor,

Through the column of your esteemed daily, I would like to draw the kind attention of Education Minister and authority concerned towards a very serious problem of negligence regarding disbursement of salary of SSA teachers. I am a regular reader of your reputed esteemed daily and I have written many times regarding problems of disbursement of monthly salaries of SSA teachers. I have read news and articles related to SSA teacher’s salary woes whereby they are pleading for release of salary but education department and authority concern are still silent. It is a matter of deep agony that the department of Education is not ready to release the long pending salaries of the SSA teachers. As we know that the salary is essential for our daily needs and requirements since there is no alternative source left for us. Now a day, the prices of even essential commodities have gone so high and it is tough to run the home. Like other starving teachers, I too have not received my salary till now. I want to know what is the specific reason behind the non- release of the payment? For want of money it’s becoming impossible on our parts to meet the daily needs of family. In such situation, one cannot dream of leading a comfortable life especially for those who are having huge responsibilities on their shoulders.

The constant delay in release of SSA teacher’s salary has become big headache for all of us. It is a humiliation when authorities talk about the betterment of elementary education in rural areas, which can only be achieved when teachers will show sincerity and promptness to the noble profession provided they are paid the monthly wages on time. Instead of encouraging us they keep pointing towards our drawbacks. Why don’t they pay heed to our problems, despite knowing our sufferings?

How many times should I go to ATM or bank to check my account and collect updates all the day regarding payment? Hence I on behalf of all the SSA teachers (AT/JT) of state would like to appeal to the state govt., education minister as well as education department to kindly pay attention towards grievances of the SSA teachers and take some steps to release the salaries with immediate effect.

Yours,

Dugi Raju

Rumgong area devoid of true development

Dear Editor,

I, being an Educated Youth of 32nd Rumgong ST Assembly constituency would like to draw the attention of Arunachal Pradesh Government towards issue concerning 32nd Rumgong ST Assembly constituency area. Our constituency is going back ward in place of going forward with regards to development. To cite an example, there is still some circle where public has never seen their circle officer due to lack of communication, incomplete bridge and absense of government quarters etc. No officers dare to walk 12 hour foot march to reach their office. One of the best examples is Payum circle of our constituency.

MLALAD and other developmental schemes that State Government provides to us are not being used properly. The public property is built in their own private land for self use only. This is all done by our political leaders. But now, we the educated youths of 32nd Rumgong constituency are not going to remain silent anymore and have decided to revolt against the corruption evils. We appeal to the public of 32nd Rumgong who lives in different parts of Arunachal Pradesh to cooperate with your educated youth in this coming 2014 Assembly election.

Yours,

Tony Mibang,

Village- Pessing,

West siang district, (A.P)

Existence of Arunachal is at stake

Dear Editor,

China from the north, Assam from the south, chakma refugees from home itself, and most recently the nefarious designs of these NPF from the east; our simplicity and care-freeness is inviting host of these external forces to play with our territorial and political integrity. It’s high time we, the people and its popular leaders think on the way our state is really progressing. Inch by inch, the geographical area of Arunachal is decreasing, everybody knows it. Culture is disappearing, traditions are getting lost, even languages and dialects are vanishing. What remains is some social and political power, the remnants of which may be wiped out finally by the influx of tens of thousands of migrants coming soon in the railway carriages of Naharlagun or Murkongselek.

Railways are indeed part of a modern economy and are indispensable, but the point is, are we matured enough to welcome it? God bless Arunachal!

Yours,

Dite Pertin
